This happens for two reasons: the game hasn't been released yet in your region, or the download code has expired. If the game isn't out yet — wait until the official release date and try again. Games may become available at different times of day on their release date. If the game is already available — check the code card, email, or packaging for an expiration date. Expired codes cannot be reactivated — contact the seller for a replacement. Also verify your Nintendo Account region at accounts.nintendo.com → Profile → Country/Region matches the code's region.
